That's genuinely common - roughly half of cats love tunnels and half ignore them. If yours ignores it, the tunnel still serves as a decorative privacy shield for the lower tier perch, which some cats prefer for napping. You're not wasting that component either way.
For an adult cat of any size, keep them off the hammock - 11 lbs is a kitten-only weight. Some buyers add a cushion to that platform instead of using the hammock, which works fine. The rest of the tower handles standard adult cat weights.
