For a small-space home, yes - combining them saves floor space and gives the cat one consistent piece to use for multiple purposes. For a larger home where you'd place stairs and a tree in different rooms anyway, two dedicated pieces will each serve their purpose better. This piece is best when footprint matters more than specialization.
30 inches is slightly shorter than the top of most standard mattresses (24 to 28 inches) but taller than a box-spring bed's edge (about 22 inches). For a platform bed with a mattress top at 26 inches, your cat will have an easy small hop from the top platform. For a bed with the mattress top at 30 to 32 inches, they'll just need a small jump. For taller beds, pair with a low side bench.
The anti-slip base and the 16-inch footprint width give this reasonable stability for a piece of this height. It's designed for cats up to 33 lbs per platform, so as long as the cat isn't actively pushing off sideways with force, the base handles normal use.
