Where should I place this to be most effective? +
Place it directly next to the furniture your cat currently scratches -- within a foot of the target surface. Cats scratch in specific locations for territory-marking reasons. Moving it across the room won't redirect the behavior; placing it at the same spot will.
Why an angled scratcher versus a vertical post? +
